Hello,

Couldn't start windows 98..it giving me an error
message
"The COMCTL32.DLL file cannot start.
Check the file to determine the problem."

I have copied a new version of comctl32.dll to replace the previous file. But it still giving me the same error message.

using safe mode delete the file & copy new one. Register the file in registry using regsvr32.exe.
