When I want to open a web page from the favourites list in my start menu the web page comes up small instead of full screen. How do I fix this for Windows 98 ?

Just drag the edges to the edges of the screen, then they should open full size in future.

If you right click on the bottom taskbar in the area where there are no icons, you'll get a few options to choose from on how you would like your web pages to open, I do believe you would want to select the "cascade windows" option.
That should solve any problem with all web pages opening small.

Do it the easy way. Look at the upper right hand corner of the web page window. Click the middle button of the three and the window will fill all the available space. Windows should honor this in the future.

Frank's got it. (Just make sure it's a parent and not a child window). Clicking maximize only works with the current screen and will not affect new windows. Cascade is an arrangement for multiple windows and has no affect on window size.
