Under the Temporary Internet File folder is a sub-folder titled Content.IE 5, which has six sub-folders with jiberous titles. At the end of a day on the Internet, these jiberous folders have some files in them but they are zero bytes. What is the purpose of these folders and can they be deleted safely?

i am not sure what they are for. i think they are for cookies, but I know that you dont need them and you can erase them. you should often empty your temp folder. the files in there are not needed unless you accidentally sotrd something in there that you shouldn't have.

About the only thing you'll loose by deleting them is the reference to a topic, etc. you've visited at a site. Like when you come to this forum, topics you've read will be grey as opposed to another colour. If you delete those files, when you come back to this site, the topics you've read will be the original colour as if you've never read/visited them.

The directories you are seeing comprise your browser cache. In them you will find cookie references (back to the originals in \Cookies), graphic files, html files, etc. They are in this directory to speed up your browsing.
The majority of the files will disappear if you delete the cache. You can also reduce the number of subfolders by lowering the size of your cache.
