Taskbar and Desktop missing

I am helping a guy with this problem: When Windows 98 starts the pointer and desktop wallpaper shows up but no icons. The taskbar briefly flashes then disappears. No more loading is done. Pressing Ctrl+alt+del shows only "rnapp" as running process. Killing this process doesn't help.
I've searched on the forum and have done some of the troubleshooting. I can run Regedit and MSCONFIG by setting progman.exe as shell in system.ini. I've disabled all startup files in Msconfig, tried deleteing the stuckrects key in registry. Nothing has yet worked, do you have any ideas? I'd hate to have to reinstall windows. Appreciate any tips. Thanks!

Is the machine running an up-to-date and active anti-virus program? I've seen this behavior with infected systems.

Thanks for your reply. I haven't checked the computer for viruses, however the disk has been slaved in another system and some filesearching has been done without triggering Norton Antivirus.
The problem was caused by an installation of Colin McRae Rally 2 and a steering wheel. They didn't get along so my friend try to uninstall the steering wheel and reinstalling it, after this the problem occurred. There was also some problems with DirectX.
I will do an extensive virus-check on the disc tommorrow, hoping for the best.

You do want to have Explorer and system tray running in msconfig.
