First try to find out what program that is by using a search engine like Google. If it's nothing important, do a file search for it and delete it. Also use the contr4ol/alt/delete feature and see if it shows up on your start up screen.

Tapisrv is important!
It is the "telephony server" and the file that brings up the dial-out connect box in IE & OE.
I would go to Control Panel/Add-Remove, look for MS Internet Explorer, double click on it and see if the Repair option is available - if so "go for it".
Failing that, it is an original file and one of the ones that is safe to restore using system file checker (careful with that program generally). Type sfc in the Run box and tell it to extract tapisrv.exe
