System restarts every time I shut down.

I have a PII 333MHZ system with Soyo motherboard. The system does not shut down when I turn it off. If I try to shut down the system thru windows it restarts again, and if I press on the power button it shuts down and then restarts again.
I unplugged and plugged the power supply connector cable on the system board, and it did not work. I replaced the power supply and it did not work. I replaced the front panel that has the power button, and this did not work. I checked the BIOS and everything looks fine. What could be the problem! help.

If your system restarts instead of shutting down, it may be a problem induced by a recently added video card or sound card driver. Before you reinstall Windows or waste a lot of time with other attempted fixes try this: type "msconfig" into the Star menu's Run dialog, then select Advanced, then click "disable fast shutdown." That should fix it.

I have win95 not win98. Win95 does not have MSCONFIG. Thank you anyway.

If you have Norton Antivirus, disable "Scan floppies for boot viruses when shutting down"
This is in [Options] [Auto Protect] [Advanced].
Also, before shutting down make sure you've closed all running apps. including screen savers.
