when i boot my computer,i receive an error message. it say's SYSTEM.INI.HARDWARE REGISTRY FILE HAS BEEN DELETED and list this file VECESP.VXD it has somethingto do with the printer files because when ever i try to install a printer it stops the install and refers to this sames error message.

VXD's files are normally a part of internet explorer register.
I believe better you have a problem connected with your internet explorer program, better that installation of a printer drivers.
Maybe during installation of the printer program your computer is sollicited to connect to internet in order to register your printer.
Try the repair procedure of internet explorer and watch if it help to resolve the problem ?
Go to your control panel, find program "add & remove programs", open it, find line "internet explorer and his tools", open it, 3 options avalaibles, one is "repair", open it, IE will scan then for damaged or corrupted files, at end of procedure you will be asked to reboot your computer...

I think there's a misunderstanding. Most VXD's are not commonly part of IE, but they are part of Explorer (which is not the same as Internet Explorer). They are commonly found in the Windows Registry or .INI files (Windows.INI or System.INI).
If I were you, I'd re-install Windows "on top" of itself.

Is that the exact error message? Sometimes a message will come up about the OS being unable to find a file that's being called from the registry OR system.ini. Those messages are usually the result of an incomplete uninstall of some software and can be remedied by checking system.ini to see if it's coming from there. Otherwise it's coming from the registry. You can run regedit to do a search for the file and then delete the reference.
But first post back with more info--the exact file name, whether you deleted any software, etc.

If it happened recently, before overlaying Windows it might be worth (having tried the other suggestions) "shutting down to DOS" and typing scanreg /restore. This will restore a previous registry.
Chose a date before the problem happened.
This also restores system.ini and win.iniIf it works you will probably have to install any programs added since, and correct minor changes since that time.
