System is skiping

I need help to find out what to do when system is skipping or missing. When I click on an icon it skips or starts to repeat please help. PLEASE HELP URGENT

Are you clicking on it quadruple quintuple sextuple septuple or octuple times?
Slow down or speed up the repeat rate on the mouse.
(control panel - mouse)
Or....
Try right click - open
or click it once then hit enter on the keyboard.
