Report your version numbers for these files, mine are listed as an example of the data I'm asking for:
C:\WINDOWS\RUNDLL.exe - 4.10.1998
C:\WINDOWS\RUNDLL32.exe - 4.10.1998
C:\WINDOWS\SYSTEM\SETUPAPI.DLL - 5.00.1671.1

I'm thinking you attempted to install something NT that somehow lead to a reboot in the middle of it which now can't complete the need to load an NT Setupapi.dll file which is now improperly implanted on your system.

That's just a really wild guess. I don't think Setupapi.dll is normally loaded at startup so something is causing that and then something else is causing an error about doing that. Again guessing. The version check above should help.
