Some Windows 98 Sound Recorders have MPEG Layer 3 compression but saved as WAV.
1)How does one add the MPEG option to a system without it?
2)Any good tech info source on the MPEG Layer 3 compression restored to WAV file?

Not sure I understand. If you want to convert MP3s to WAVs, Winamp will do it.
