Does the error have a number after it, like:
Window Socket Error (11001), on API...? If so, what is the specific error?

Trojans are known to cause socket errors. Try doing an online scan:
http://housecall.antivirus.com/pc_housecall/

http://tds.diamondcs.com.au/ has a good trojan finding program, quick and small.

Also: #1. when did the problem begin
#2. anything new installed?
