Slow Opening Start/Program Menu

OK,Heres the stats: 266 Pentium w/256 MB Ram 2 x HDD ( 1 is 4 GB the other 3 GB) Win 98 I've noticed a lag when opening menu's off my start menu...you can do a physical count to 4 before program or accessory menus open. My system resources hover between 80 and 70. Registry errors? I've run Norton SystemWorks 2001...and found no errors.
2nd Problem: When booting up,just before Windows opens there is a black screen that has about 4 lines of:

The second problem is caused by invalid entries in the config.sys or autoexec.bat files. If you post what is in them we can probably tell you what's wrong.
