Slow Internet..Repair with Windows

I once, a while back, for some reason or other, had a problem where I used my Windows 98SE disk to do a repair of the Windows files...it either let me "complete install" or "repair"....the repair did the trick...but I cannot find how to do this again through the start/control panel/add program?
I have a video capture card that (STBPro) I tried to upgrade the software. My video graphics card (NVIDIA GeForce) supposedly won't work with the STB software together......... So through a bunch of tries with different drivers and software from the Gateway Site to solve the problem I've got the computer back functioning and the STB card program HALF WAY working..... everything worked fine before this "adventure"
Now my real problem is I've done something to the IE explorer and outlook express to cause them to slow down and quit downloading half way through a webpage. Graphics and pics on a page may or may not get all downloaded before it stops downloading the page. (I'm using Down2Home to monitor the download progress). I have reloaded IE6 from Microsoft site, no help.

Click on: Control Panel>Add/Remove Programs>Microsoft Internet Explorer (Your Version)and Internet Tools. You will get a dialog box with three choices, select "Repair" and proceed from there. You may or may not require the Win98SE install CD.
