Comment:

I tested my PC at www.pcpitstop.com and it said my hard drive was slow. It's speed was 1.56 mb/s when it said it should be 2.22mb/s. I have noticed that some apps are slower to open and even boot up seems slower. Defragging didn't help. Is the slow speed something I can fix? Is it an indication of a failing hard drive?

Is DMA enabled for the drive? Enable this only if your hard drive supports it.
