Shutdown problem

I have IBM ThinkPad Type 2635 H-B-U Model 380Z. To shutdown my computer I do the normal way, click on start then on shutdown and again shutdown. In 9 out of 10 cases the computer freezez when the Windows 98 shows up before shutting down. I have to use the pwer switch to turn off the computer. I use A/C power.

Occasionally I hit Crl Alt Delete and then I click on End Task. Then a messsage comes saying a program is running.o you want to close it (something like this) Then when I click on "End Task" the computer shuts down. What could be the possible problems ? The CPU is approximately 230.
