Shell32.dll load error -can't boot win

Subject: Shell32.dll error: I can't even boot up anymore, not even in safe mode. I get the Shell32.dll error after windows 98se starts loading and after my wallpaper loads. I tried everything, including reinstalling cabinet files, (shell32.dll included) I still can't windows to load! I used a startup disk and tried reinstalling the system files etc. Any suggestions. With the shell32 error, I also get an explorer error right on top of it. I can't reinstall win98, but you need to be in windows to do it!
