Yes, it's true.
Remove File and Printersharing from within the Network neighbourhood properties.
Or disable File and Pritersharing, with Poledit or by editting the registry.

Disable File and Printer Sharing (All Versions)
When file and printer sharing is installed it allows users to make services available to other users on a network, this functionality can be disabled by changing this setting.

Open your registry and find the key below, if it doesn't already exist then create it.

Create two new DWORD values named "NoFileSharing" and "NoPrintSharing" and set the values to either '1' for sharing disabled or '0' for sharing enabled. Both settings do not have to be the same, it is possible to have one disabled and the other enabled.

Restart Windows for the change to take effect.

Settings:
Key:[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\
Network]
Name: NoFileSharing, NoPrintSharing
Type: REG_DWORD (DWORD Value)
Value: (0 = file sharing, 1 = disabled)

Or...

Hide the File and Printer Sharing Controls (Windows 9x/Me)
Enabling this options hides the file and printer sharing controls, stopping users from disabling or creating new file or printer shares.

Open your registry and find the key below.

Create a new DWORD value, or modify the existing value called 'NoFileSharingControl' using the settings below.

Exit your registry, you may need to restart or log out of Windows for the change to take effect.

Settings:
Key:[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Network]
Name: NoFileSharingControl
Type: REG_DWORD (DWORD Value)
Value: (0 = disabled, 1 = enabled)

Disclaimer: Modifying the registry can cause serious problems that may require you to reinstall your operating system. One cannot guarantee that problems resulting from modifications to the registry can be solved. Use the information provided at your own risk.
