Last week I installed a program en I uninstalled it again. Since then, I always get this message while I am starting the PC: (windows 95 setup window) Windows is installing these files (and nothing). After 5 seconds the window disappears and my wallpaper disappears too. Everything else seems to work properly. When I install a new wallpaper, it disappears again when the PC starts up. What can I do?

Need more info. What program did you install and how did you uninstall. Is it still listed when you go to ADD/REMOVE Programs in your control panel. If so uninstall it there if you have not done so.
