Open c:\windows\win.ini with notepad. Do a search for `setup.exe' and delete it.

rob Hold on with altering your win.ini file. It may be simply some "msconfig" entry. "cannot load or run setup exe specfied in win.ini file" What EXACTLY does that message say?
