Open Serv-U
Go to Setup->FTP-server
Make sure FTP port number is set to 21 (I'm still figuring out why only port 21 works).
You have to make users (i.e. Setup-> Users). Give a username, password, etc.

You have to configure your router so that the port 21 is forwarded to your machine. I don't know what router you have so I can't tell you how. I have a linksys router. I just have to go into the Router setup page, choose Forwarding, set port number 21 to my machine's IP (e.g. 192.168.1.100).
