scrolling down a page

This is my 80yr.old dads problem, so please don't suggest upgrading to xp. I've only just talked him into upgrading from a p-2/ 233 with 128 ram, to 98se & I know he's not going any better before he dies. His problem is, every time he tries to scroll slowly down threw say a 10 page document, his cursor goes right to the end page 10. The only way he can go down or up page to page such a doc. is by placing his mouse at either end & single clicking, witch we all knows takes forever to reach the other end of the document. He says this happens in every program, even when on the net. Is there any simple solutions to this problem.? or can someone help me correct his pc.? Thanks in advance, Maxx.

The 'home' & 'end' keys can be pretty handy for web pages etc too.
Sounds like a bad mouse, but perhaps it just isn't configured correctly - most scrolling mice come with software that allows various options to be set for the wheel in mouse properties (control panel) or by means of their own utility
