Fred: check the mouse settings;
click Start, Settings, Control Panel, double-click the Mouse icon,
check the button settings and timing sequences,
of particular interest to you is a Wheel tab or wheel setting box for your mouse; if not there then you should do an uninstall and reinstall using the CD that came with the mouse.

also look for an indication that your mouse is shown as the default device and is "working properly".
