Screen freezes after DOS RESTART

i select dos restart from the shutdown menu and then my screen is about to do it then is followed by a bunch of scribbly black and white lines traveling horizontal on my screen. i wait nothing responds. any help would be appreciated.
1) a blue screen saying it is waiting for a program to respond or 2) the task list indicating something is not responding.
You may have some resident programs which you don't know about that need to be shutdown first.

yes i tried that. the menu didnt come up b/c i guess it froze in the middle of command. it may be a bad dos file or something because if i choose shutdown no problems whatsoever if i choose restart in dos mode i get that.
