everydays I got registry Error ,system registry Error ..win98 ..and than I try to use scanreg/Restore and scanreg/Fix ...but these program not very effective to fis that error ...any help I would be very much appreciated...

Does the machine boot into windows? if so run regedit and export the registry to say c:\full.reg... this is a backup if the backup..
Then shutdown windows and run in safe mode and import the registry file again...
Shutdown and restart, this may kick windows into updating its backups and allowing scanreg to operate correctly.

I don't know how effective scanreg /fix (notice the space -- not sure if very important, but should be there) is, but scanreg /restore simply cannot fix your error if the copy of the registry you are restoring is corrupted itself. Although not a great expert, I do not foresee the previous advice working, unless it, indeed, triggers some internal mechanism I know nothing about… I would suggest backing up your data either to a data partition or to some removable media and, at least, reinstalling Windows over itself (pretty painless process) or, if that doesn't work for you, going for a clean reinstall.

I have been down that road too when you are scanreg.exe/fix every day. At this point, like the last post, I would suggest a clean install. Does not nessessarily mean you have to format. Just delete all files on hard drive, then do a clean install of windows. That is the only thing that worked for me.
Good luck.
Terri
