It runs on every start up and restart. I tried to do what they told Rick from above, but it didn't work.

I dont now what they told rick, but whenever a machine runs Scan Disk at every startup, it means their are bad clusters on the HD. Usually indicating a Virus. Try a virus detection program and for those nasty little buggers that are evading virus detection, the last resort before you chuck your HD is a low level format. That will clean it squeaky clean.
