safe mode boot

I have tried to boot to safe mode and have used both f2 and f8, the computer will not boot to safe mode. Does anyone know how i can get this machine to boot in safe mode. I need to this so that i can get ride of the se.dll worm.

Start, Run, msconfig. Click on Advanced tab. Put a checkmark in the box; Enable Startup Menu. Restart. To get rid of the menu, reverse the above steps.

There's a setting in the configuration file, MSDOS.SYS that can disable the function keys:
BootKeys=(Number) Default: 1 Purpose: A setting of 1 enables the use of the function key boot options (that is, F4, F5, F6, F8, and CTRL). A setting of 0 disables the use of these function keys during the boot process.
... not sure how this could be done accidentally..
