On Win98 hold down the ctrl key and then hit the power button while continuing to hold down the ctrl key. This will bring up the start up menu with the option to start in safe modus.
The error is usually associated with older DOS programs being run on newer, faster processors. Running at startup, these would be found in autoexec.bat but should not prevent you from accessing safe mode. If you have wi95, tap the f8 key to bring up the boot menu.
You're not overclocking are you? That might be another possibility. If you can't get into safe mode, try underclocking your processor if you know how.
