Rockwell HCF 56K Data Fax PCI Modem

I have a 56K Fax Modem and when I am connected to the internet and someone calls the number they obiously get a busy signal. I contacted my ISP (AOL) and they said to check mark a box in the Expert Setup and says "add *70 to disable call waiting" and I did that and I called the house and I STILL get a busy signal. I recontacted the Tech Rep and he said to contact the moden manufacturer. What do I do

If you have call waiting and the phone is in use either by you or the computer an incoming call will give a beep on the line. Obviously this can mess things up if you're online and downloading something.
By adding the *70 call waiting is disabled so there is no beep and the caller just gets a busy signal. If you want to be able to talk to someone while you're online, I believe you need a modem that's V92 capable as well as an ISP that is V92 capable.

Maybe I'm just a little confused..
When the phone is busy, it's presents a busy signal to a calling party - unless there is call waiting....
