restrict modem control panel?

Hi,
I want to use poledit to lock out the modem control panel on our 95 workstations. Does anybody know where the registry entry is or where i could find a *adm file that will do it for me?
Ever try TweakUI? I know its availbe for win98 FE and heard it is availble for both WIN95 editions. I have only tinkered with WIn 98s TweakUI but I know you can do that stuff with it. It doesnt install with your OS in win98 but its under the tools folder and reskit folder, once you click on it it asks if you want to install. Maybe the same way for 95 but not sure, anyways look in that area.
