You can't and No there isn't a msconfig in 95. Believe registry is 2 files system.dat and user.dat with backup of .da0 extention. Only one backup version and believe its overwritten at boot. So unless you haven't done anything or you have these files backed up somewhere else, you can't go back. Upgrade to Win98 and that will solve this problem along with others.

Going to Win 98 sounds like a good idea for you but if you are going to stick with Win 95 you can get MSCONFIG from this link:
