I see lots of shut-down problems but my laptop will not restart automatically from the shut down menu. It hangs on the "windows is shutting down" screen and I have to reset or turn of manually. Does anyone know of a fix for this???

Yes. Go Start button -> Windows Update and click on Product updates. There is a fix for shut downs that hang.

Go to Microsoft's website and download the Windows 98SE Shutdown Supplement.
