resource DLL's missing?!

Whenever I open up the control panel, I get an error message that says the resource DLLs (JCCRSENU and JCCRSGLB) failed to load. It doesn't seem to have any effect on the control panel itself, but is an annoying problem.
Does anyone have any idea how to fix this problem? Your help would be greatly appreciated.
