CPU/Ram: 200 mb

This is my friends computer he says it was
upgraded from windows 95 to 98. Problems with the operating system are Illegal operation errors when on the internet. Script errors . also before the computer boots up theres a message that says a windows file is not there . He gave me his
windows upgrade disk with the product key .
My question is can I install this over top of the existing windows to hopefully correct the problems

You can definetly install a win98 system on top of a current win98 system. This will not cause anything to be lost except possibly a minor windows tweak or two. It very often fixes problems.
