I have written a program and i have made a nice icon. Now is there a way to tell that machine when the user installs the program and the install program creates the shortcut to not make it have this shortcut arrow. I only what this one file not to have it. So i do not want to use the Tweak ui remove all option, because, then every user would have to do that prior to installing my progam and thats impossible.

And how does this relate to Win9x??
Don't see how what you want is possible, as the arrow is a registry feature - it's either all or none, afaik
Computers in the future may have only 1,000 vacuum tubes and perhaps only weigh 1 1/2 tons.

Instead of creating a shortcut on the desktop you will need to have a copy of the EXE created on the desktop.

Maybe a silly question, but here it goes. If the shortcut, is in the quicklaunch, start menu, system tray, ect. It doesn't show a 'shortcut arrow', yes. Or maybe I'm blind ;-) So, I don't see the/any problem. Just have the install put it there.

What you are asking can't be done, as jboy said.
Sure, you can put the .exe on the desktop but then there is a danger that it might get deleted. If you delete a shortcut (with arrow) then you know that there is an easy way back because the program is still in situ. Maybe that's the way MS see it.
You could of-course put a "copy" of the .exe on the desktop although there could be side effects (such as an .ini file appearing on the desktop too, or the program file not being able to run when not in its proper location). It might work with your program though.
If you use a copy and you are showing file extensions (as everyone should) then you will have to leave .exe there in the file name, otherwise it won't run.
If you are prepared to run with file extensions not showing (the default for known types) then this is a possible way forward.
By all means try the XP forum but it's about certain that the shortcut arrows are registry based and global, just as in W95/98. Strange that we get so many XP posters on the W95/98 forum. Still, it helps to pass the time.
