I have formatted and installed DOS 6.22 There is no Windows OS currently. I have a fdisk to reformat and a Windows 95 reboot. Should I reformat with the fdisk and activate the cd-rom; or try to reboot with the Win95 reboot disk and have the Win95 install disk cd in the d drive. which stands the best chance?

nope !!! don't format anything,
use your Cdrom to install it again directly, that will keep all your configuration intact as it was before....
Formating is always a big risk, especially with Windows 95, remember Microsoft don't assume anymore any help and suport assistance for this OS.....
better safe information already embaded in your machine and update for a re-installation.....

Joe, since you said that you formatted & installed DOS 6.22, I'm going to assume that there's nothing on the HD that you want to save.
A "normal" Win95 bootdisk doesn't include CD drivers, so if you have a regular Win95 bootdisk, you won't be able to access your CD with it. You can go here & download a new bootdisk that DOES have CD support. Then, before you do anything else, try the bootdisk & make sure that your CD is accessible. If so, I would then fdisk the drive if you need to change partition(s), format the drive, & do a clean install of Win95. A clean install is always preferable to an upgrade, since an upgrade can bring your old problems over to your new operating system.

when i use the boot-disk dave gave me it makes c: to the cd!!! but i want it to be d:. cause c: is my harddrive.
