Reinstalling corrupt Windows files

Have been having problems in shutting down (rundll32 not responding amongst others) and booting up. After running scandisc surface scan 11 bad clusters were found and 'fixed'. I then ran Systems File Checker which identified 3 corrupt files (d3dpmesh.dll opengl32.dll setupx.dll). Following the prompts I then tried to reinstall these files from my Windows 98SE CD by entering d:\Win98 in the 'Restore from box'and c:\windows in the 'Save file in' box but I get the error message 'File not found in this location'. What am I doing wrong? Should I also consider replacing my hard drive as I'm told it could be starting to fail now that a few bad clusters have been identified? Please go easy on the jargon as I'm not a computer boffin.

It should have been possible to restore those files using SFC (I've just done it). If your CD drive is D and the CD is inserted then, as you say, restore from D:\win98 is correct. Their correct location is c:\windows\system but SFC should have automatically offered you that.
They are files that never change so it is OK to use SFC to restore them. Take care though, see here (my collation and WhitPhil's additions): SFC CAN GET IT WRONG

Many thanks for the advice. I have now reinstalled the corrupted files (as found by SFC). It remains to be seen if things work properly from now on.
Would still appreciate advice on the 11 bad clusters. Should I really be thinking of changing the hard drive?

Keep an eye on things. If you start getting a lot of bad clusters backup fast and get a new HD.
