reformatting problem: Invalid drive specification

I'm attempting to reformat a couple computers and reinstall Win 95. On some I get a message that says "Invalid drive specification". This occurs when I reboot to a boot disk, I'm at the a:/ prompt, and I type "format c:/s". How can I fix this?
Are you sure the drive is being reconized at boot, by the bios? Watch the screen as it boots and see if it shows a drive type. Also, check in the cmos setup what type of drive it is finding, if any. If it finds the wrong drive type, correct that, if it finds no drive, you need to make sure the cables are on tight and correctly and that the jumpers are properly set.
