How do I do this? I was told that it had to be done from DOS but I'm not sure what to type and under what directory I'm supposed to type. Someone PLEASE PLEASE help me!!

1. do you have bootup floppy disk? if not make on from your friend win98 machine that way it will recognize the cd rom drive, then just type in as dj suggested.
2. i hope you do have os cd to reinstall and all the drivers it needs for your hardware.

My computer is REALLY screwed up. I used to get messages saying Windows Socket Error. But I haven't got one of those for a while. I can't shut down through the Start Menu. I just have to turn it off. When I try to Shut Down it says RUNDLL32 ERROR. I had Norton Anti-Virus but thats not working anymore. I would make a boot disc but I don't want to make a boot disc that will just reboot my computer the way it is now. My friends computer doesn't have a burner so how do I make a boot disc ?

Make sure you have all of your origanal software that came with your system or you will have even more problems after the reformat. You may want to try reinstalling windows instead of reformatting to see if that fixes your problems.

a boot disk is just with files needed to start the comp. go to your control panel and to add remove programs. the last tab should be startup disk. you want to create the disk from there.
when you format your drive, you will lose everything on it. you NEED a disk with your current os on it to reinstall your os. you have to have the boot disk in the a drive after the format and restart to get cdrom support to install the OS.

The startup disk you make in W98 (boot disk) simply allows you to re-boot and, among other things, set up fresh again with CD-ROM support.

It does NOT automatically reproduce the current situation. This depends on what you do after that and what your problem happens to be. If, for example, you choose to reformat then it will wipe the whole HD clean anyway.

Simply reloading Windows again (without reformat) is always worth a try - it often works. You don't usually lose anything but it cannot be "guaranteed" that it will help. It depends on the nature of the problem. Sometimes this action results in minor (fixable) other problems with specific programs.
