Reboot when opening programs

I am running win95b and occasionally when i start IE5.5 OR Outlook express whether logged on the net or not my PC reboots with Scandisk and more often than not it shows bytes that are taking up space. I fix these and carry on. Is it my ISP and heavy traffic? i have an AMD350 k2 processor and 64mb ram...i am stumped on this one. It sometimes does the same if i have been on line for say an hour and i decide to open O.Express...Boooomf restart!!!! Help!!!!please

it has nothing to do with your isp. just a conflict of drivers...if your using dialup access, download and install DUN v1.4.

it's an update to the dialup networking manager
