Realtek 8029 slow boot win98

Hello, I have the realtek 8029 combo network card. Whenever I boot up with win98se it takes forever to boot as my network card goes crazy.. but as soon as I hook it up to my hub, the computer boots in less than 20 seconds.
Has anyone experienced this problem? I will update my drivers tonight to see if that was the problem!
