Just checked my memory usage in task manager. Only 52k out of 261 is available. That seems real low. What is a normal amount of available memory, or what percentage of total memory should be available? I'm not running any programs except for Int Explorer. There shouldn't be anything running in the background except for anti-spy programs.
Getting a Backweb error message, and it doesn't show up in task manager or ADD, remove Program list. Any ideas how to get rid of it?

256k of ram is nowhere near enough to run windows 98 or even 95. Why on earth would you think it would run that bloatware AKA XP. Yes you've posted in the wrong forum!
Assuming you have substituted k for M (kilobytes for Megabytes) you memory readings seem about right. You'll find that most of it is being used by idle processes. This means windows is using the unused ram to do its housekeeping.
According to backweb's web site, backweb is an invaluable business tool. Unfortunately it doesn't say what it does. Many other websites claim it to be adware/spyware. What anti-bottom-feeding-scumware programs are you using?

I've run W98SE with 64M & 128M RAM. I found it ran quite well and didn't notice that much improvement when going from 64 to 128. It all depends on your type of usage. Agree 256M is light for XP - you need at least twice that to get anything like performance.
Windows will always try to use as much RAM as would like, if it is available. That in itself is not such a terrible thing. Windows needs to run efficiently, whatever other programs you run.

Backweb is used by Kodak - the camera people to bring you adverts & info (spam).
Other companies use backweb to spy on you. Basically, I would not have it on my machine.
