WinXP gives to permission to share folders amongst the users who access the comp. U can rename the folder with ASCII characters in dos and u will not be able to access the folder frm windows. however this is not foolproof as anyone with good knowledge of dos can unlock the folder in a minute.
Also since you have 98 too, one can get a NTFS reader and view the folders.
In short , without using encryption s/w, you are not guaranteed security, though you can prevent novice users from accessing the files.

oops...corrections:
1. WinXP gives you (administrator) to option to share folders amongst the users who access the comp........
2. .......Also since you have 98 too, one can get a NTFS reader and view the folders...... even if you secure it under XP.....
