programs running and using Overlay

Hello I am trying to detect what programs may be useing the overlay that I need to run my TV Tuner program and hardware. How do I detect what program it may be and would just installing a program like MGI Video Wave take up necessary overlay? Thanks much any help? The TV Tuner company STB is no longer available for info!!

Start/run MSINFO32 On the left side, expand the Software environment folder, choose Running Tasks for a complete list of what is running as of the MSINFO32 start. Sorry, but can offer nothing re; the TV tuner app.
