Programs don't work at start up...

Whenever I start my computer up some of my programs don't work. When I try to run them nothing happens, but they are still listed if I do ctrl+alt+delete. After a varying amount of time something will happen and the programs will just begin to work.
What's with thiss???

we have recently tried to add the epson lq
850 to our compaq deskpro. the reply we get is to insert the cd for the printer. we have none. a friend suggested that we try this avenue. please advise
