I recently downloaded a program but when I tried to open it I recived the message:"The document's format is invalid or not supported."
What does that mean and what, if anything, can I do to open that program?

The program is a register repair program. RegRep2000, and the MS-DOS filename is REGREP.ZIP
When I go to unzip I get a message "(Filename)setup already exists, do you want to overwrite it?"

Enter (Filename)setup , in your Start/Find, and see if any others show up with the same name..and where they are located..."(Filename)setup..... might be a different program, with the same name...

sounds like somebody previously installed this same program on this computer. Reply YES if you want a fresh copy to be installed.

YES. I was the somebody. Several weeks ago I downloaded that program, opened it, and immediately received a message thanking me for using the trial version before I could use it.
Then, just recently, I downloaded the same program again because I forgot that I had downloaded it earlier.

All I think it amounts to is that you are trying to unzip to the same folder as before, it finds the previous file there and asks if you want to overwrite it.
As an aside, did you know that if you "shut down" to DOS and type scanreg /fix (hit Return key) it will rebuild and compact your current registry? You hit exit (then Return) to get back to Windows. It's harmless and often fixes problems.
