Program folder pops up at start up!!!

I´ve got a really annoying problem with my computer. I´ve got Windows 98 and every time I start the computer, the program folder pops up. Is there anyway to make it stop do that, I´d really appreciate some help.

I accidently did this once.. Dragged the Programs folder into the Startup Folder.
Well.. Maybe I didn't do it.. Just trying to make you feel better.
