Problems re-installing Windows 95

Various bits & pieces weren't running smoothly on my mother's computer, so I tried re-installing Windows 95. However, I cannot get to the end of the setup process, as after rebooting, whilst the re-configuration is taking place, the following message appears:
Explorer.exe is linked to missing export: SHLWAPI.DLL:SHRegGetUSValueA
The machine completely locks at this point & so needs rebooting. The problem is that exactly the same thing then happens, & I cannot break the cycle. Windows never actually reappears.
