Problems re-installing Windows 95

Various bits & pieces weren't running smoothly on my mother's computer, so I tried re-installing Windows 95. However, I cannot get to the end of the setup process, as after rebooting, whilst the re-configuration is taking place, the following message appears:

Explorer.exe is linked to missing export: SHLWAPI.DLL:SHRegGetUSValueA

The machine completely locks at this point & so needs rebooting. The problem is that exactly the same thing then happens, & I cannot break the cycle. Windows never actually reappears.

Can anyone suggest anything

Can you get it to boot to safe mode?
Hit F8 before it says Starting Windows 95, then choose safe mode.
OR choose commad prompt only

Run setup again but try to get it to run "safe recovery" of the install.
