Problem with Win98 CD

Okay I got my cd to work, actually replaced it with another one. I found my win98 cd and got yet another problem. I can browse the cd but when I try to use the setup icon it hangs for a few then nothing happens. Is there anyway to use the cd besides the setup.exe? I may be wishing on a star here but am so tired of win95. Can I copy the files to make it work?
This can eliminate the read/write errors that you're experiencing.

How is the cd rom set. When the bios settings splash screen is displayed what is listed as first Ide master and slave and secondry Ide master and slave. (ie Just what is displayed as it boots)
You may have to alter the bios settings, but we'll leave that for the moment.
