Problem with voice chat

Please educate me how voice chat works.
I have laptop with PCMCIA 28 kb modem,16 mb ram, 120 MZ pentium processor currently using win95 OS. I have headset with mic, when i use voice chat in MSN or Yahoo other person cant hear my voice so as me. What could be the problem?

I hear netradio some time but I cant use voice chat.

I highly appriciate if you could advise me on it.

I know this might sound like a stupid question, but have you checked in the Volume Contol properties to see if the Mic is checked as Muted ? If so, then un-mute it and see if that solves the problem.
