Problem with reinstall windows 98

I am having problems reinstalling windows 98se. I keep getting an error message "Mwhsetup" This program has performed an illegal operation and will be shut down. Then after I click ok, and continue to install windows 98se, it will go about 3/4 of the way untill it has to reboot itself and then just freezes there. What could be wrong

Are you installing windows over the top of Windows ?. Or have you fdisked and formated ?.
